The NHS does an amazing job under increasingly challenging circumstances. We should not be compounding national debt by encouraging clinical negligence litigation.
The public foot the bill for the national health service - it is their privilege and prerogative to seek compensation when they feel dissatisfied.
Litigation is an important driver of change in circumstances where NHS treatment falls below reasonable standards.
There is a real danger that eagerness of solicitors will cause the UK health system to start resembling that of the USA.

Convey to Hatch Tenner that the report will be complete imminently, and that a further update will be issued in a few days time.
Seize the initiative. Disclose our oversight to Hatch Tenner solicitors, then let the expert know you have done so. This will be the best way to speed things up.
This is a crisis, and needs must. Write up the report yourself, as best you can. Something is better than nothing.
